Designing to a level that changes
The mistake to avoid here is designing to the level you can see on the day. A daylight outlet set at a comfortable height above a drawn down winter pool can be at or below the water when the level comes up in the warmer months.
Once an outlet is submerged the line stops working as designed. At best it simply does not discharge; at worst water enters from the wrong end and sits in the pipe, which is how a buried run silts up from the outlet backward.
